I don't consider this a kernel bug, your ping version is old, update it.
root(tty/2/48)[/etc/rc.d]# ping -s 65468 localhost
ping: packet size too large.
root(tty/2/49)[/etc/rc.d]# strings /bin/ping | grep Id
