serial.c patch

Hi all,

I just switched from 2.3.9 to 2.3.12 and found that
I was no longer able to connect to my isp via modem. I examined
the patch files for 2.3.10~2.3.12, and found that this one-liner
kept me from connecting.

What exactly was the purpose of this patch, and is it
safe to reverse?
