That could be the modem slowly going down in speed. I've had similar
problems that turned out to be ending up at 1200 baud. Fortunately my
modem has a "dont negotiate below.." option I set

The garbage is probably ppp frames.

I think all modem users have that one now and then.

As it stands now very little has gone that way in 2.2. If 2.4 is out
by december then probably nothing will.
