It needs some work (eg tracking network buffers) and a lot of testing, but its
basically sound. I think its a 2.4 add on / 2.5 candidate, but I'd like to get
it in - when Linux hits the big mainframe world those folks will want good
per user accounting. They bill by the kilobyte second 8)
