It is there because all the FIBMAP paths dont do enough sanity checking
to be safely used by anyone. The 2.2.x fix is the sledgehammer fix. Only
Lilo used FIBMAP much so nobody got hurt.

For 2.3.x then yes removing the check and fixing it up is an option
