SEMMSL change in 2.2.13

Alan,
you changed SEMMSL from 32 to 250 in 2.2.13.
Why?
I've SMP-threaded ipc/sem.c in 2.3, should I increase the value to 250?

AFAICS, increasing SEMMSL increases the stack usage of semctl(), but
it has no other negative effects.
