This is because none of the subdirectories are parallelized. Try:

make MAKE="make -j25" zlilo

Otherwise, the MAKE variable is overridden and the -j flag isn't
passed down the tree.

This also, I think, keeps modversions from being hosed, if you leave
the -j off the top make. I think.
