I do not think there's APM notification for that.

And btw I do get notifications from APM every minute or so... One of
them (that at 50%) means cpu speed change, others are trash.

PS: There may be other possibility: lower bogomips than real should
never ever hurt... I know its evil but ability to say bogomips=150 at
command line could be enough.
