Patch: linux-2.3.30pre3/drivers/net/irda/irport.c needs to export more symbols

In linux-2.3.30pre3, the smc-ircc module needs to access the
symbols __irport_change_speed and irport_{stop,interrupt,hard_xmit,start}.
The following patch exports those symbols. Dag: if this look OK to you,
can you bless it and email Linus?
