I don't see any version tie.
glibc-devel includes references to <linux/*.h> headers not
<linux-version/*.h>, and no symlinks. kernel-headers includes the
symlinks but they are to /usr/src/linux.
/usr/src/linux is a link to /usr/src/linux-VERSION, for whatever version
of kernel-headers is installed. glibc-devel is not involved in this.
It doesn't take long before /usr/src/linux gets changed for obvious
reasons. Then a few things start working (i.e. programs using recent
ioctls, O_ flags that aren't in Glibc, that sort of thing).
