For DHCP, you can check /usr/doc/dhcp-2.0 and /usr/doc/HOWTO/mini/DHCP.
The dhcp-2.0 has a fairly complete sample .conf file you can use for the
daemon. I am running dhcp for both win98 and nt clients and the docs were
more than adequate.
In order to do wins, you will need to use Samba to provide the "wins"
service, if I remember correctly. There are options in the smb.conf file
to turn on the nmbd daemon's wins server. However, I've switched to DNS
instead of wins, so it has been a few months since I played with this.
The is also an SMB-HOWTO document in /usr/doc/HOWTO
This was really a simple process, and only required a short afternoon's
work to get everything up and running correctly. However, just to warn
you, Win2000 is not happy with the dhcp daemon on linux. This could have
changed recently, but just be aware of this future problem.
