DF bit confusion

I want to netboot a SGI Indy. It uses bootp to acquire the address and
needs the bootp reply to be without the DF bit.

It worked fine in Linux 2.2 and had some troubles in 2.4 (don't remember
whether I got it to work or just booted to 2.2) and I cannot get it to
work with 2.6. I am using 2.6.5.

echo "1" > /proc/sys/net/ipv4/ip_no_pmtu_disc

doesn't seem to have any influence on the generated UDP datagram, it's
still DF.

Is the sysctl broken or do I need to something different to send UDP
datagrams with no DF bit?
