Sendmail eats too much processor time....

I'm running sendmail 8.8.5, and have a slight problem. Today, a user
forwarded about 700 messages to another user on the system. This ran the
load avg up to anywhere from 5 to 9 during the duration. It also made the
system nearly unusable (as I'm sure you know from the load avg ;) )..
Anyhow, I put a line like this:

O MaxDaemonChildren=50

in my sendmail.cf, and then started over. We sent out about 700 message
again, and still had about 160 sendmail processes for about 8 minutes.

Any ideas on what to do about this? Is there something I'm totally missing,
or is this just the way things work?
