Dial-in thru an ISDN TA

We have a Zyxel TA128U used to connect over an ISDN line with the ISP.
Sometimes the second DTE also is used to dial from a different system.

We would like to have dial-in facility for data as well as fax over the
ISDN line. As per the manual, it is possible to connect an analog modem
(or telephone instrument) on to the 'phone' socket and have this working.
But even after giving the settings specified, the telephone/modem is not
answering. We have three conscutive numbers alloted for one ISDN line and
the 1st one always gets used in all outgoing calls. As I understand, the
TA has to respond to a call to the other two numbers.

Pls give some pointers.
