I'll take a stab at this one...
there is no interface specified so you pretty much short circuited any
routing between interfaces.... should look something like:
ipchains -A forward -s 192.168.0.0/16 -d 0/0 -i eth0 -j MASQ
The -P(olicy) is ok.
