Multiple Mailing Error

I found a problem, but I don't know how to fix it. I setup a user
account (for practical purposes: operator) to handle all transactions
coming and going to prevent any major catastrophes to superuser/root.
/etc/aliases file sends all root mailings to operator (aliases entry
following all root entries is root: operator ). I "su - <user>" to
superuser and sent two messages to alias address (for practical
purposes: multiple) and the process went as planned. The user operator
received those two messages sent by superuser through the sorting
method in aliases.

As you can see above, superuser sent out a message through the alias
multiple to everyone on the list multiple.list. The operator received
every message from root, but when operator used the same process...
all other machines and their users got the message except operator and
the machine it is on. If root can send a message to operator by way of
multiple, then why can't operator send a message to operator by way of
multiple?
