UDP with tc

I am trying to restrict the UDP traffic on a port say 5001 port and
70Mbit, but teh following scripts does not allow me do that.I am not able
to control traffic based on this protocol.
I am worried about the 'hashkey' and 'mask' I am using for teh hash table.
Please explain thsese terms usage
Is there any alternative for -flowid- which is not working for route
