Getting interface list and details

Hello,

What is the correct way of getting interface list and details about
network interfaces? I need to get ifindex value from symoblic names,
local HW addresses etc., but I cannot find anything documented. Alexey's
ip(8) utility seems to use rtnetlink for this purpose, which baffles me
even more, since I don't have CONFIG_RTNETLINK in my kernel.
I'd be thankful for any pointers to docs...
