TC_CONFIG_DIFFSERV=y

in the Config file...

another small tip...

if u see errors like unkown qdisc..unparseable it means that u have a
problem with the user space tv if u get a rtnetlink error u have problem
with tc kernel...like u might not have patche it properly etc..
