[PATCH] MAINTAINERS: Add Makefile.dtb* to DT maintainers

[Rob Herring (Arm)]

Since the DT related parts of kbuild are now split out to separate
makefiles, list them in the DT maintainer section so they don't fall
thru the cracks.
