[PATCH] ALSA: doc: usb-audio: Add doc for QUIRK_FLAG_SKIP_IFACE_SETUP

QUIRK_FLAG_SKIP_IFACE_SETUP was introduced into usb-audio before without
appropriate documentation, so add it.
