I did explain this in the cover letter:
"A maintainer has moved from the project, so we are adding three new
maintainers (Prasad, Tzu-Hao, and Karthikeyan) along with a reviewer
group for broader coverage."

The outgoing maintainer also provided their Acked-by in the commit.

You're right that this should be in the commit message, not just the
cover letter. I understand the heightened scrutiny of maintainer changes
post-XZ, which is why proper documentation is important.

I've sent v4 with the full explanation moved into the commit message so
it's part of the permanent git history.
