[PATCH 1/2] cpufreq: dt-platdev: Add SpacemiT K1 SoC to the allowlist

The SpacemiT K1 SoC uses standard device tree based CPU frequency
scaling. Add it to the allowlist to instantiate the cpufreq-dt driver.
