[PATCH] pinctrl: mediatek: moore: implement gpio_chip::get_direction()

If the gpio_chip::get_direction() callback is not implemented by the GPIO
controller driver, GPIOLIB emits a warning.

Implement get_direction() for the GPIO part of pinctrl-moore.
