[PATCH 1/3] ALSA: doc: usb-audio: Add doc for QUIRK_FLAG_IFB_SILENCE_ON_EMPTY

QUIRK_FLAG_IFB_SILENCE_ON_EMPTY was introduced into usb-audio before
without appropriate documentation, so add it.
