[PATCH] cpufreq/amd-pstate: Remove obsolete amd_dynamic_epp documentation

The amd_dynamic_epp command-line parameter was removed. Dynamic EPP
is now selected through the per-policy energy_performance_preference
attribute, which is already documented.
