[PATCH] MAINTAINERS: Update OCXL maintainer details

[Mahesh Salgaonkar]

I no longer have the bandwidth to maintain OCXL. The powerpc maintainer,
Madhavan Srinivasan, has kindly agreed to take over.

- Add Madhavan Srinivasan as the OCXL maintainer
- Remove myself from the OCXL maintainer role
