2.1.28 and screen

As previously reported, the tty ioctl changes in .28 break screen 3.7.2 on my
machine. It displays really strange output. I've made enough tests to narrow it
down to this patch set, so hopefully someone more knowledgeable can find a bug?

Or do applications like screen need to be recompiled?
