which main board and bios version?
I had exactly the same problem with this disk with my DFI K6BV3+ board
(bios 08/05/99). with that `32GB-jumper' installed on the disk I couldn't
access beyond 32GB with linux anymore.
only solution: get a new BIOS which supports larger disks and remove
that fake-32G-jumper. now the whole 40GB area is ok with linux for me:
# ./hdparm -i /dev/hda
/dev/hda:

Config={ Fixed }

BuffType=3(DualPortCache), BuffSize=2048kB, MaxMultSect=16, MultSect=off
DblWordIO=no, OldPIO=2, DMA=yes, OldDMA=0
CurCHS=4047/16/255, CurSects=16511760, LBA=yes, LBAsects=80041248
tDMA={min:120,rec:120}, DMA modes: mword0 mword1 mword2
IORDY=on/off, tPIO={min:120,w/IORDY:120}, PIO modes: mode3 mode4
UDMA modes: mode0 mode1 *mode2 mode3 mode4
