It's a miracle! ( Being sarcastic folks... :-) )
Did both of the above and then executed "mount /var/shm" by hand
and all of a sudden my httpd would start once again. It had been failing
with an "[emerg] (22)Invalid argument: could not call shmget" error since
I just upgraded to 2.3.51.
