No, I don't believe that to be correct. /dev/tty0 is the current virtual
terminal, /dev/tty1 is the first, /dev/tty2 is the second, etc. It is possible
that some system has set it up another way, but that system would then be
non-standard. From /usr/src/linux/Documentation/devices.txt:

  4 char TTY devices
                  0 = /dev/tty0 Current virtual console
                  1 = /dev/tty1 First virtual console
                 63 = /dev/tty63 63rd virtual console
