i am not sure if this now is really what you want, but if i understand
it right you have to enable the memory hole at 15MB in your BIOS and
then patch the kernel to exclude this range of main memory. There is
a patch around for this purpose, i know because i once used it.

There also is an application you could have a look at which uses
this feature, it is a driver for the "creative video blaster", an
old ISA-based frame grabber.

The Video Blaster driver should be at
ftp://ftp.evonet.globe.nl/pub/vid_src-0.6.tgz
this is all i still know about all this.
