I did a try to forward port it:

The flock64 stuff on 32bit platform is still untested though.
I would consider the above stuff a showstopper since if missing, it will
prevent us to fallback the fcntl into the non-lfs one by converting the
params transparaently inside glibc and so allowing the new stuff using the
64bit fcntl to run also on non-lfs kernels as we're doing with 2.2.x.
