devfs and eth0

Can't seem to find this documented anyhwher. Currently, I have kernel
2.3.48 w/devfs, and the tulip driver compiled in. When I bring the
machine up, ethernet configuration proceeds normally. (running, more or
less, RH 6.0). however, if I take the network down, I cannot bring it
up, using either ifup (a la RH), or just basic ifconfig. Instead, I get
an unknown device message.

So, how do you get your ethernet device to work with devvfs, at times
besides booting up, if at all other times ifconfig tells you unknown
device, but it works fine at boot? /proc/net/dev lists eth0 at all
times, too.
