It looks like you never tried the enclosed makefile.
rules.out: $(CMLFILES)
cmlcompile rules.cml
fails because rules.cml does not exist.
The call
cmlconfigure -m rules.out
fails with
cmlconfigure: unknown option on command line.
Etc. Maybe you can polish it a bit more, and add a README or INSTALL,
so that not everybody has to debug the same problems.)
