Did you forget, or accidentally include, "--utc"? You must manually
track that, because it doesn't pick up the hardware-clock-equals-GMT
flag from timeconfig...

Also, are you running xntpd or similar time-munging software? I've been
suffering from 5-10 second clock skew (as reported by make), but haven't
yet ruled out xntpd or filesystem timestamp flakiness.
