Hmm, do you have a PIIX4 bridge in this machine? It uses IRQ9 for ACPI.
It may be a reason of the storm. Also there is an erratum for PIIX4
stating the polarity of its IRQ9 output is reversed, which is important
for APIC-based configurations (basically it just needs the respective
MP-table entry to be set appropriately by a BIOS) -- you could check this,
too.
