ide-scsi does not work as a module

I run 2.2.16 with the following command line, and ide-scsi as a module
(stock redhat 2.2.16-3):

hdb=ide-scsi

If I try to use

hdb=scsi

in 2.4 with ide-scsi compiled as a module here is what I get:

Jun 24 14:14:10 zanzibar kernel: ide_setup: hdb=scsi -- BAD OPTION

I think ide_setup is wrong...
