Actually my CPU is underclocked from its nominal clock speed of 400Mhz
due to overheating :(
Do you think that changing bus clock from 100 to 66 MHz is
going to help?

The disk is mounted in 5.25'' bay and has 2 coolers near it.
It feels cool enough.
Can't say much about ide cable length without pulling it out ;)
