A suggestion:
If this is unusual it will probably help to make it a compile/boot option
or spew logs (at least for the experimental kernels). Otherwise Davem's
idea of adding "known bridges which do this" knowledge_base_table sounds
sane. Unless this will never screw anybody which is what ypou seem to be
saying..
