Interesting idea. But no, not at all -- that would be daft!
Whether COPYING, or any other file, is displayed on a hotkey combination
is irrelevant. My copy of Mozilla can pop up google.com on a mouse
click; there is no implication that Mozilla and google.com are a single
copyrighted entity.
However, if Mozilla had the Google search engine built in to it, then of
course that instance of the Google code would have to be distributed
under MPL-compatible terms. If Mozilla simply had the Google front page
built into it as internal "moz_printf" statements, then that code would
have to be MPL-compatible in order to be distributed.
There might be absurd technicalities if COPYING were part of the "source
code" for Emacs ("the Program"). Fortunately COPYING is not part of the
source code of an Emacs binary, because you don't need COPYING to build
the binary.
