Currently, all arches which support SMP define synchronize_irq(irq)
to be a real function (generally defined in arch/$(ARCH)/kernel/irq.c).
This export was removed inadvertanly I believe in the "bit IRQ lock"
removal and IRQ cleanups ChangeSet.
