Updated scheduler tuning patch against 2.5.56. This exports the core
scheduler parameters via both procfs and sysctl:

The major update here is parameter checking: the minimum values are
checked to prevent bad parameters (primarily preventing a zero or
negative one value in cases where they could cause a divide-by-zero).
mbligh, I know this has been in your queue for awhile... this updated
version should apply OK.
