Switch all users of MSEC[S]_TO_JIFFIES and JIFFIES_TO_MSEC[S] over to use
jiffies_to_msecs() and msecs_to_jiffies(). Withdraw MSECS_TO_JIFFIES() and
JIFFIES_TO_MSECS() from the kernel API.
