[2.6 patch] net/ipv4/: misc possible cleanups

The patch below contains the following possible cleanups:
- make some needlessly global code static
- remove the following unused global functions:
- fib_rules.c: fib_rules_map_destination
- xfrm4_policy.: xfrm4_fini
- remove the following unneeded EXPORT_SYMBOL:
- tcp_timer.c: tcp_timer_bug_msg

Please review which of these changes are correct and which might
conflict with pending patches.
