No. INPUT/OUTPUT rules have nothing to do with FORWARDed traffic,
since a packet is either locally destined (INPUT), locally originated
(OUTPUT) or being forwarded (FORWARD).

Did you have /proc/sys/net/ipv4/ip_forward turned on?
