No it shouldn't. Following is a perfectly legal thing to do in C:

enum side {
        LEFT,
        RIGHT
};

int foo(int x)
{
        if (x & 0x1)
                return LEFT;
        else
                return RIGHT;
}

This is not C++ fortunately.
