Maybe it's a situation like this:

        _: pinned chunk
        -: reclaimable chunk
        |: shrink_zone() invocation
        
First we run into a large range of pinned chunks, which lowered the scan
priority.  And then there are plenty of reclaimable chunks, bomb...
