Could we do the following (at least for now)?:

+#if defined(ARCH_HAS_IRQ_PER_CPU) && defined(SA_PERCPU_IRQ)
+	if (new->flags & SA_PERCPU_IRQ)
+		desc->status |= IRQ_PER_CPU;
+#endif
