[RFC: 2.6 patch] kernel/sys.c: remove unused exports

This patch removes the following unused exports:
- EXPORT_SYMBOL:
- in_egroup_p
- EXPORT_SYMBOL_GPL's:
- kernel_restart
- kernel_halt
